Representative John Barrow, Democrat from North Carolina introduced the CARE bill in the House of Representatives in September of 2009.  It is HR 3652 and would require federal minimum standards for all states. 

Congresswoman Stephanie Herseth-Sandlin has agreed to co-sponsor the bill.  The bill has not yet been introduced in the Senate.  Updated information will be available as it is received.
