From the Chairperson:

Karen Otterberg, R.T. (R)(M)

Hello everyone!

Spring is here, the flowers are blooming, the trees are budding and everything is green and beautiful.

What a great conference we just had in Chamberlain.  My hats off to Tom and his crew for all their hard work before, during and after the conference.  You all did a great job!

The Care Bill is moving along.  Representative Stephanie Herseth has decided to sign on as a cosponsor!  Thanks to everyone who sent emails.  Now we still have to work on getting Senator Thune on board.  I also want to thank Sharon Wartenbee for all of her work on the governance committee.

We have decided that the SDSRT needs a new logo and we will be having a contest to the members to design one.  The rules will be post in the Prime Factors.  Be sure to watch for this and show us how talented you are!

Our student mentor program has been a great success.  Please encourage all students that you work with to apply.  It is truly a great learning experience and a lot of fun, too!  Jessica Vanderwerf – this year’s student mentor – will be traveling to Orlando with the South Dakota representatives.  Hope everyone has a great time.

Remember to keep Eric Schaffer (as well as all of our soldiers) in your thoughts and prayers as he will be doing a tour of duty overseas.  Good luck, Eric!  We wish you well.  Hope everyone has a great summer!

Karen Otterberg (R)(M)

Chairman of the Board

From the President:

Tom Davis R.T. (R)(CT)

What an honor and privilege to be elected as your new president!  I am among a distinguished group of people and I hope to be able to match their dedication, determination, and their hard work.

I am very excited about becoming more involved in our Society.  I look forward to meeting and working with new people—those that share the same passion for radiology as I do, and those that don’t I hope to rub off on.

We have chosen a great profession.  Our training, skills, education and compassion can make a huge impact on those we serve—including our peers.  Our field is ever changing and challenging.  The moment we become comfortable with equipment and protocols, newer more advanced equipment hits the market requiring us to step up our education and competencies.  There is never room for complacency or stagnancy unless we so choose.  That is why I am a huge advocate for continuing education, accountability, and setting a national standard that will create a minimum threshold of professionalism and competency for every person that represents our field of radiology.  We need to get the CARE Bill enacted and I hope to play a role in what will be a landmark accomplishment in our healthcare field.

My desire here in South Dakota is to bring up the level of professionalism among ourselves and among other fields of healthcare.  We need to continue to grow our organization through numbers and visions.  Have members that are proud of what they do, and have a common drive to see our profession meet the future challenges head on with enthusiasm and zeal.  We need to rise up mentors that can challenge and train our students, forging them into future leaders, directors, managers and spokespersons in radiology.

We have all been trained as professionals in our modalities, taking an oath to serve the better of mankind.  The facility name on our badges or who signs our paychecks should not stop us from working together as a professional society achieving a common goal of excellence in medical imaging.

I want to see our membership double in the next 2 years, bringing in new and fresh ideas, visions, goals, and desires.  I want to see more emphasis put on advanced education and training, too see the CARE Bill pass and create a level of standard expected and deserved by our patients.  Through the SDSRT, this can be accomplished, but I believe our first hurdle is reintroducing ourselves at a more local level.  We need to reactivate the Districts and have local meetings to keep people more informed and involved on a routine basis.

I hope to serve our Society, and you as a viable member, with the utmost sincerity and determination as those presidents that have served before me have done.  I want to look back in a year and see the positive impact made because of our willingness to work together , our desire to make changes for the better, and the pride we have in putting our skills together to benefit those who need and trust us most—our patients and providers.

I would love and encourage people to contact me with ideas, comments, suggestions, and complaints.  Allow me the opportunity to serve you in this upcoming year.  I am looking forward to meeting many of your for the first time but building relationships for a life time!

Sincerely,

Tom Davis R.T. (R) (CT)

President SDSRT

COMMITTEE REPORTS

SDSRT PRESIDENT’S REPORT

Susan Calmus

May 2005

I attended the ASRT conference in Dallas in June.  It was amazing to see our House of Delegates in session and I was also able to attend several of the educational seminars.  I attended the Grass Roots session for an update of our national licensure bill and the installation of officers’ ceremony was impressive.  Thank you for the opportunity to represent South Dakota at the ASRT conference.

In September, several members met with members of the State Health Department regarding changes to the Radiation Safety Control Rules.  Since the health department in South Dakota is mainly in charge of inspections and operations of facilities and equipment, they suggested we go through the legislative process to accomplish our goal of mandatory education and competency testing for people using ionizing radiation equipment.

Beth, Sharon, and I met with Phyllis Heineman, representative, to discuss our state legislative efforts.  She was very interested in our bill and was willing to introduce our licensure bill in the state house of representatives.  I sent her the North Dakota bill for limited operator’s to use their format.  A draft bill was produced but with so many questions and so little time to be introduced, the Board decided to wait and do a thorough review of the bill before sending it to the next legislative session.

Our CARE bill is moving forward and will hopefully be introduced this fall.  If you have not done so already, please consider joining the Grass Roots effort and contact Senators Johnson and Thune, and Representative Herseth requesting their support.  E-mail is the best way to contact them and the more constituents who contact them, the stronger impact we can make.  We need to tell them why this legislation is so important.

Following the fall board meeting, I revised the student mentor guidelines and developed a form to be used in the application process.  These revisions were approved by the Board of Directors and it was decided the Junior Chair of the Board would oversee the Student Mentor program.  This year, there were three students who applied for the student mentor program.  I feel strongly that this program is a good thing for our state. We need to develop leaders to provide new insight and move our professional societies forward.

In January I had the opportunity to attend the ASRT Leadership Academy.  The academy provides an interactive approach to learning about board duties, organization, strategic planning, financial responsibilities, legal responsibilities, board policies and more.  We toured the new ASRT facility and what a state of the art facility it is.  It was truly a great experience and it was wonderful to network with other technologists and students throughout the country.  If you are interested in serving professionally and running for an office, the ASRT Leadership Academy provides you the tools necessary to succeed.  I would highly recommend it – to both students and technologists.

Thank you for the opportunity to serve as your President.

Respectfully submitted,

Susan Calmus, SDSRT President

ASRT DELEGATE REPORT

I attended Region IV meeting April 2, in St. Paul.  The proposed resolution and bylaw changes for the ASRT House of Delegates were discussed.  Topics with potential membership impact include ASRT membership dues increased, PICC lines and power injectors, verbal orders, and limited operators (LXMO) scope of practice.  If you have questions or comments please contact me prior to June 2.  I will be one of the voting delegates in the House of Delegates.

The ASRT implements Practice Advisory Council (PSAC).  Eleven technologists and one public member comprise the council.  I represent the Sonography practice on the council.  The objective of the council is to review and update practice standards.

I will attend the Annual ASRT Educational Conference in Orlando June 4-7.

I appreciate the opportunity to represent the State of South Dakota.

SDSRT PRE CONFERENCE BOARD MEETING

May 5, 2005

The meeting was called to order by Val Jacobsen.  The minutes from the Winter Board meeting were approved as written.

The financial Report was distributed by treasurer Erika Thedens.  Beth Weber made the suggestion that when bills are submitted by one person for travel expenses for more than one person, i.e. Plane tickets, that the report should list the names of all the people involved in the expense.  There was a discussion about moving some of the money to a CD, and it was tabled until a later date.

Sue Calmus submitted her president’s report.  She attended ASRT conference in Dallas, which included many education seminars, grass roots breakfast, and the House of Delegates.  She met with the State Department of Health regarding the changes to the Radiation Safety Control Rules.  She also met with Phyllis Heineman, along with Beth Weber and Sharon Wartenbee, to discuss our state’s legislative efforts.  She attended the Fall and Winter board meetings.  She also attended ASRT Leadership Academy in January.  She felt that it was a great experience and a wonderful way to network with other technologists and students throughout the country.

The sergeant of arms for the 57th annual SDSRT Conference is Jessica Vanderwerf and Shane Edlund.  Allen Croat will serve as parliamentarian.

Committee Reports:

Scientific Papers:  Rhonda Engebretson reported that there were 13 student papers submitted with the top four being given at the conference.  There were 35 student exhibits and one technologist exhibit.  There was a discussion on the written rules being changed regarding viewboxes.

Mail Ballot:  Eric Schaeffer reported 254 ballots were sent out with 76 returned giving us a 30% return rate.  No stamps were put on return envelopes.  The election results are as follows:

            President elect:  Tom Carmichael

            Vice- president:  Tracy Iverson

            Treasurer:  Erika Thedens

            ASRT Delegate:  Beth Weber

Nominations:  Karen Otterberg reported that there were no nominations at this time.

Delegate Report:  Beth Weber and Val Jacobsen reported that they attended the Region IV meeting and the ASRT Annual conference.

Convention Report:  Tom Davis reported that there are 130 people and 10 vendors registered.

Chairman of Board report:

Budget:  the budget will be presented for the memberships review at the 1st business meeting the following day.

Unfinished Business:

Prime Factors was discussed.  We are still having problems with our electronic version.  It was discussed about whether we need to send a two page flier, similar to what North Dakota has until we get it running smoother on the website.  It was decided to just mail out a postcard, as it is much cheaper, to the membership, as well as an email message when the prime factors is updated on the website.  We will do this until we have worked out all of the kinks. It was decided that we need to update the job description for the executive secretary.  The duties of the prime factor editor and the executive secretary will be combined.  The E.S. will receive all documents for the prime factors and will organize and send to Leeann to put on the website.  Leann will be filling in for Eric while he is called away to active duty.  The E.S. will send quarterly reports of hours worked and activities done to the treasurer with the bill for services. Membership was discussed.  It would be easier to have dues sent to the executive secretary instead of the treasurer, then all member information could be updated and the money forwarded to the treasurer.

A master calendar will be made up of prime factors and report deadlines to be distributed to all the board members.  The executive secretary will email the board members a reminder as the deadlines approaches so that all reports can be submitted on time to help get the primed factors on the website in a timely manner.

Convention dues:

A question was brought to the board’s attention about convention dues.  Why are the prices different for Friday only and Saturday only, instead of splitting the two day cost in half?  The registration is set by the convention planners and approved by the board. The cost of meals is considered.  The money from the registration pays for the conference and the profit goes to the SDSRT treasury and is used to support student scholarship, RT in DC, state legislative costs, etc.

New Logo:

It was decided that we should create a new logo for the SDSRT.  There are some requirements for the logo such as; “affiliated with the ASRT”.  We will have a contest to create a new logo.  Allen Croat will post the rules on the website.  Deadline will be September 1, 2005.  The board will decide at the Fall Board Meeting.

Student Mentor Program:

The student mentor program has been added to the Junior Chair’s duties.  The handbook needs to be revised.  The student picked needs to decide about the ASRT annual conference by March 1, so plane tickets can be bought.  It was decided that students from our state need to be submitted for the ASRT student mentor program at the ASRT annual conference.  The Junior chair will find out the deadlines and notify the schools about this.

Legislation Report:

Sharon Wartenbee reported that the Carebill HR 1426 has 54 cosponsors.  Stephanie Herseth has not cosigned as of yet.  The senate bill – RADCARE- has not yet been introduced.  Everyone needs to send an email to Senator Thune and Congressman Herseth regarding this.

SD has no regulations on radiation.  SD needs to introduce legislation for licensure.  There will be costs involved by way of a licensing fee.  We need the backing of all SD technologists in the state.  We need to be proactive before the Care Bill is passed.

New Business:

Special election:  Eric Schaeffer has resigned his position as President elect as he has been called to active duty.  There will be a special election to elect a new president for the year 2005-2006.  We have received two nominations:  Rhonda Engrebretson and Tom Davis.  The election will be held at the 1st business session by written ballot.

The meeting was adjourned.

Respectively submitted by Karen Otterberg
